A. ADVOCACY
Promote right of the individual to make free and informed choice and disseminate information on the benefits and right of the individual on family planning and sexual and reproductive health through the media and NGO network.
There are two projects under this category funded by IPPF.

Under this strategy, family planning and the whole range of reproductive health services will be provided to individuals based on informed choice with integrated approach focussing on younger couples.
B. INTEGRATED SEXUAL AND REPRODUCTIVE HEALTH SERVICES
To provide quality family planning and other reproductive health services to individuals based on informed choice by increasing the accessibility and availability of reproductive health and family planning services in meeting the unmet needs with integrated approach.

C. GENDER
To promote women's equality and right to family planning and sexual and reproductive health by taking necessary steps to ensure equal involvement of male and female in all the activities of FPAN.
There is a need to involve women participation in decision making level and also help raise their status based on the principle of gender equity. During the five year period the Association will work towards making FPAN a gender friendly organisation working for advocacy on reproductive health and rights.
Considering the importance of gender issues, a separate unit under the Programme Division has already been established at FPAN headquarter from the year 2001 for designing, monitoring, supervision and coordination of different activities to be implemented by the Association at various levels.

D YOUTH
To increase availability and accessibility of sexual and reproductive health information and services for young people by undertaking various programs through formal and informal education system, counselling services on reproductive health and sexuality including education and services on STD/HIV/AIDS.
Due to less access to information regarding sexual and reproductive health, adolescent and youth are at risk of early marriage, unwanted pregnancy, unsafe abortion, STDs/HIV/AIDS and sexual abuse.
With this realization, FPAN has already started adolescent and youth programmes with special focus in some districts and while some components of adolescents and youth programmes have also been integrated with other programme activities in rest of the other branches and projects.

E. INSTITUTIONAL DEVELOPMENT
To improve institutional capacity of FPAN by providing training in the field of family planning, sexual and reproductive health, youth, gender and resource development and also strengthening the resource development efforts by implementing resource development programme; mobilizing local resources, selling services, reducing cost and increasing cost recovery to deliver sustainable community based RH/FP programmes in the future.
Self-reliance and cost recovery approach, being adopted by the Association, will be further strengthened during the plan period. In this context, the Association will utilize the means to sustain the funding of programme and services through community fund raising and cost sharing for those who can afford. Moreover, a resource development Committee will also be formed during this period to identify and generate the possible sources of income.

A MOVE TOWARDS SUSTAINABILITY
As a move towards sustainability, the association has started a paying clinic, which charges for medicines and certain services at rates much lower than the market price. The association, alongside raising local funds and resources at different levels, has been preparing various community groups to manage and take over the existing programs in future. Several project and program have already been handed over to various local committees.
The establishment of the National NGO co-ordination Council, a group of NGO's working in the field of Reproductive Health and Population, is also expected to help in this direction through better co-ordination.
